Rebecca was born and raised in Toronto, Canada. She graduated Phi Beta Kappa from Emory University in Atlanta, Georgia where she earned a Bachelor of Arts in International Studies. During her undergraduate studies Rebecca was selected to clerk at an International Family Law firm in London, England where she worked with a legal team on child abduction and other high profile international law cases. Rebecca then obtained her Juris Doctor Degree from Sandra Day O'Connor College of Law at Arizona State University. She is licensed to practice law in the State of Arizona, the United States District Court for Arizona and Court of Appeals for the Ninth Circuit.
After law school Rebecca launched her legal career in Arizona providing advice and counsel to clients at all phases of the civil litigation process. She successfully advocated for her clients from start to finish using highly effective problem-solving strategies. The State of Arizona recognized Rebecca's abilities and appointed her to manage a federal healthcare grant. In this position she oversaw compliance and transparency teams through the state and federal rulemaking processes and led consumer advocacy and outreach programs across Arizona.
Due to her successes in healthcare policy and compliance for the State of Arizona, Rebecca was recruited to attend Georgetown Law in Washington, D.C. on a Global Health Law scholarship to pursue her LL.M. and Certificate in U.S. Health Law. She graduated with distinction and was the Administrative Editor for the Georgetown Law Food and Drug Law Journal. During her time in D.C., Rebecca worked at the Office of Inspector General for the United States Department of Health and Human Services where she investigated healthcare fraud and abuse matters. Rebecca's investigation experience at the federal level led the United States House of Representatives Appropriations Committee to appoint Rebecca to investigate legislative issues for the Surveys and Investigations team.
Rebecca's wide range of experiences working with state and federal government agencies brings a premier perspective to the Cates and Garvey Law Group. She leverages her legal, regulatory, and government experience to help clients find creative solutions to complex problems. Rebecca takes an analytical and global approach when navigating client issues. She brings aggressive and informed strategies tailored to each case while being a compassionate advocate for her clients. Rebecca is passionate about defending clients in all stages of the criminal process and prides herself in doing whatever it takes to serve clients in times of challenge. Rebecca brings her vigorous advocacy and expertise to guide clients to a successful path of resolution.
